Arts and Culture Investment Programme
Following the success of Liverpool’s tenure as European Capital of Culture 2008, the City Council has re-iterated its wholehearted, ongoing commitment to arts and culture in the city. The focus of the Arts and Culture Investment Strategy for 2009/10 and 2010/11 however is to consolidate the growth of the past five years and not to focus on expansion.
We would therefore please ask that grant applications from existing regularly funded organisations do not exceed 08/09 funding award levels.
This year’s funding programme has three strands which are detailed below.
Please be aware that as you can only submit one application, you should consider carefully which category is the best fit for your organisation.

Cultural Drivers
Can you answer yes to the following questions:
1. Do you consider yourselves to be a major cultural organisation with a year long programme of public facing performance and exhibitions?
2. Do you have a year long active participation programme engaging the wider community of the city?
3. Have you received significant funding from Liverpool Culture Company and/or Arts Council North West over the past five years?
If you can, then you are probably eligible to apply for funding in the Cultural Drivers category, with the minimum likely funding amount around £50,000.
Cultural Contributors
The majority of the city’s arts and cultural organisations will probably apply for funding in the Cultural Contributors category. There are three sections to this:
1. Festivals (up to £75,000 per annum)
2. Young People and Communities (up to £30,000 per annum)
3. Innovation (up to £30,000 per annum)
The minimum likely funding amount in this category is around £15,000.
Grass Roots Innovators
This category is open to voluntary and community groups working with arts organisations to deliver projects at a community level.
Small and medium arts organisations are also eligible to apply but must not be applying for funding in the Cultural Driver or Cultural Contributor categories.
2009 is the Year of the Environment, so we would welcome projects that explore this in a creative and innovative way.
