EVALUATION CONSULTANT BRIEF
PURPOSE
Liverpool’s Open Eye Gallery wishes to appoint an Evaluation Consultant to create an evaluation framework for the Culture Shifts programme and to provide support in pulling together the evaluation document at the end of the project. Culture Shifts involves 7 partners across Liverpool City Region and we wish to ensure the process of engaging with an evaluation consultant enhances the evaluation skills of the participating organisations.
Culture Shifts will see 7 photographers-in-residence working with communities in the 6 local authority areas during 2016. The photographers will develop ‘photo stories’ with participants for exhibition on a bespoke digital platform called PhotoStories and in exhibitions during 2017. There will be a programme developing skills in creating photostories for key local people called ‘train the animators’, with the aim of cascading skills more widely and encouraging others to create photo stories for the digital platform.
FEE
£2000 inclusive
The Evaluation Consultant will be expected to work with partners during July 2016 shaping a framework for evaluation, and again in February 2018 to support collating information and writing the final report.
AIMS
To create an evaluation framework that:
· Evaluates the models of practice for the differing socially engaged photography projects
· Evaluate the projects ability to reach and engage people
· Evaluates the partnership between lead organisations
BACKGROUND
Culture Shifts is an engagement-led tour exploring the potential of creating photo stories that reflect the identity and diversity of people living in the region whose voices are not usually heard.
It aims to enable access to a high quality engagement process, working with the best in field photographers and resulting in high quality work for exhibition, promoted by professionals and community champions with effective methodologies to increase depth engagement and audience reach.
Political movement towards ‘city regions’ provides an impetus to explore identity across a new network. A ‘touring engagement process’ model encourages connections between communities and across the six geographical boundaries of the City Region.
Culture Shifts residencies will be managed by arts teams based in the Sefton, Knowsley, Wirral, Halton local authority areas, plus Open Eye Gallery, Creative People and places (Heart of Glass) working with the local authority in St Helens.
Culture Shifts exhibitions will be held at The Atkinson (Sefton) Kirkby Art Gallery (Knowsley), The Brindley (Halton) The Williamson (Wirral), Open Eye Gallery (Liverpool) and World of Glass (St Helens).
Culture Shift partners share a fundamental belief in the power of art and culture to make a difference in people’s lives far and beyond the confines of galleries and museums.
